Rolf Phillips – Managing Director

Rolf K. Phillips is an experienced banking professional with a career spanning over 30 years in international, commercial and retail banking. His extensive and proven track record includes building and leading high-performance teams, developing and implementing strategy and business change and building intermediary relationships to drive business development.

Appointed as Managing Director of Bank of Saint Lucia Limited in November 2020, Rolf leads a team of banking professionals, dedicated to improving the financial wellbeing of people, businesses and communities across Saint Lucia.

Prior to his current role, Rolf served in a number of key leadership positions including President and CEO of Consolidated Finance Co. Limited, a subsidiary of Ansa Merchant Bank Ltd; Managing Director Retail and Wealth Management at CIBC First Caribbean. He also previously served in several other key senior roles with CIBC First Caribbean International Bank and Barclays Bank PLC. He is a member of the Audit Committee of the University of the West Indies and former member of the Board of Directors of Ansa Motors Barbados Ltd and a Council Member of the Barbados Chamber of Commerce. He also served on the Board of Directors of Caribbean Association of Banks.

Rolf is an Associate of the London Institute of Banking and Finance (ACIB) of the United Kingdom.

A Grenadian by birth, Rolf now calls Saint Lucia home, as he leads an institution which has a long history of being a pillar in the Saint Lucian community.

Medford Francis – Deputy Managing Director, Lending & Investments

Currently Mr. Francis is the Deputy Managing Director, Lending & Investments for Bank of Saint Lucia with extensive background and experience in both the public and private sectors. He is an experienced Development Economist having served as Chief Economist, National Development in the Ministry of Finance as well as Assistant Deputy Director, Economic Affairs focusing on the design, implementation and monitoring of development-oriented programs by international donors and financing institutions.

In his capacity as an Investment Manager, he has had overall oversight of the Bank’s and its clients’ investment portfolio for the better part of the last decade being responsible for day to day portfolio management. During this time, he engineered the introduction of a new portfolio management, accounting and analytics platform and amassed vast experience in international capital markets as he led the bank’s portfolio diversification strategy. As a Registered Principal on the Eastern Caribbean Securities Exchange (ECSE), Mr. Francis has been involved in raising financing for various governments on the Regional Government Securities Market and the listing of companies on the exchange.

In 2019, Mr. Francis assumed responsibility for the lending portfolio of the Bank in the capacity of Deputy Managing Director, Lending and Investments, affording him the opportunity to bring his investment experience to bear in the underwriting of corporate and commercial as well as retail lending facilities.

Arleta Raté-Mitchel – Senior Manager, Retail Banking

Ms. Arleta Raté-Mitchel is a banking professional with a passion for building customer relationships, maintaining integrity and a strong work ethic. She has a keen interest in customer care, sales, finance and financial management. Her mantra was effective customer service as she is of the view that “Customer Service” separate the successful organizations from the poorly performing ones.

In 1991, Ms. Raté-Mitchel started her banking career with the then National Commercial Bank Soufriere branch. Where, over the years she acquired a wealth of knowledge and experience in customer service, banking operations, and sales/lending.

Her management experience began in 2010 when she was promoted to the position of Manager of the Soufriere Branch. This role required Ms. Raté-Mitchel to oversee the daily operations of the Branch whilst ensuring the loan portfolio assigned to her remained productive. During her time as Manager of BOSL Soufriere, she continued and built on the legacy of BOSL as a good corporate citizen in the community.

Her current role as Senior Manager-Retail Banking affords her the opportunity to formulate and implement the strategic vision for commercial banking at Bank of Saint Lucia. The Covid19 pandemic has radically changed the landscape of customer service and service delivery and Arleta feels that it places her in the unique position to chart a new vision for banking in Saint Lucia.

She successfully pursued a Master’s Degree in Finance from Edinburg Napier University, with other educational accomplishments being a graduate of The Graduate School of Banking, Wisconsin and an Associate of the Canadian Bankers Association.
